The school is founded by Chinese Chamber of Commerze at Kim Yan Road in town, in 1939 as Chiang Kai Shek Secondary School. Its purpose is to provide holistic edcation for chinese students from Southeast Asia. The school was named after Chiang Kai Shek, also known as Chiang Chung Cheng.
In 1968, the school started the Calligraphy Society of Singapore. In which their much-admired works defined the school being an institution of exceptional vision and culture.In 1979, the school became a SAP school and under the scheme, the school offers both the English and Chinese languages as first languages to Express Stream students. Chinese books were available in order to promote further appreciation of Chinese culture. The school also started a twinning program with some China schools. CCHMS culture was thus reputed and unequalled.
Despite the school's SAP Status, the school not only kept its rich Chinese Culture by showing its Chinese dance, but also invited other schools like Springfield Secondary to share Singapore's diverse culture with Chung Cheng High. Understanding its responsibilities as a newly appointed SAP school, which was to develop pupils to be effectively bilingual. To display their bilingualism, the Chinese Drama Club performed a Chinese drama and even an English drama. Even though the school scored great successes in Improving the English standard of its pupils, Chung Cheng pupils continued to inherit and imbibe the fine Eastern values and traditions of the school.
When Mao Ze Dong defeated Jiang Jie Shi and lead China to become a more communist country, students and teachers became nationalistic, feeling a strong sense of patriotism and pride, towards China. In culture, they have also become anti-western as they think Western culture's education and values, were inappropriate. Students were influenced by the textbooks and culture from China thus they have the mindset that communism, which made China stronger, is good.
Other than Chinese Culture, other CCAs were also offered like Chinese Drama Club,Chinese Orchestra, Guzheng and Chinese Cultural Club. Two new subject was also added, Appreciation of Chinese Culture,ACC, and Calligraphy which are both during curriculum time. There is a calligraphy gallery which exhibits Chinese Calligraphy and painting by famous artists.
